Government stakeholders are entities that are linked to certain matters of interest. They are interested parties, or stakeholders, such as ministers, secretaries, advisors and other direct collaborators of the government.
In practice, when we think about addressing a topic related to basic sanitation, as Raphael mentioned at the beginning of the conversation, we are talking about approaching parliamentarians who are linked to this topic, possible bodies of the Executive Branch, States, Municipalities, NGOs and residents of regions that may be affected by some new legislation on basic sanitation. In short, all the people who form this “web” are the pieces that will form our stakeholder map.

The importance of stakeholder management
“Everyone, absolutely every RIG professional and lobbyist, needs to map stakeholders,” Beatriz points out. The name institutional and government relations is not for nothing, therefore, the focus of the profession is human relations, relationship management. So, we need to know exactly who are the people who have greater or lesser influence in a given sector or company, or in this case, in the new government.
“RIG is lobbying, and lobbying is influence. At the end of the whole process, what matters is knowing how to engage each of these parties,” says Beatriz Falcão.
Another situation that Beatriz shared was her experience when mapping stakeholders in the telecommunications sector. “If I am defending the 5G agenda, who are my immediate stakeholders? In this case, it would be the Minister, or the Ministry of Communications as a whole, Anatel, and the Science and Technology Committee of the Chamber and the Senate,” according to the political scientist.
Within the Ministry, it is necessary to define who are the people I need to map, as not everyone will have the same level of importance. Next, identify who are the coordinators of parliamentary fronts, the members of the committees and the directors of the regulatory agencies.
