In 2023, based on Federal Law No. 269-FZ of July 31, 2020, a revaluation of the cadastral value of buildings, premises, structures, unfinished construction projects, and parking spaces was carried out japan mobile database throughout Russia. It should be noted separately that the updated CS for tax calculation purposes is valid from January 1, 2024. This means that the property tax for 2024 at the updated cadastral value will have to be paid by December 1, 2025 (clause 1 of Article 409 of the Tax Code of the Russian Federation). At the same time, due to the direct restriction specified in clause 8.1 of Article 408 of the Tax Code of the Russian Federation, the tax payment cannot be increased at one time by more than 10% during the tax period (calendar year), regardless of how much the cadastral value has increased. Thus, even if the cadastral value of housing in Moscow increases by 21%, the property tax payment for 2024 can increase by no more than 10%.
"It is important to take into account that since the revaluation of the cadastral value of property was carried out throughout the country, the change in the amount of tax payment will affect not only Muscovites, but also residents of other regions. If, as a result of the revaluation, the cadastral value of real estate in the region was increased, then, accordingly, the amount of tax payment will increase proportionally," Chebakov explains.
