Corporate Responsibility and Public AdministrationsThe Director of the Official University Master's Degree in Corporate Responsibility at Bureau Veritas Centro Universitario , María del Mar Muñoz, talks to us in this post about the importance of CSR for Public Administrations.

The UNE , as defined, " guarantee levels of Quality and Safety that allow any company to better position itself in the market and constitute an important source of information (...)" Since the UNE were created for the private sector – and therefore this is the subject that would benefit in its market share from this guarantee of Quality and Safety of private products or services – this should not lead us to the conclusion that these instruments cannot – and even should not, if we look at what is established in article 103 of the Spanish Constitution of 1978 – be applied by/required of Public Administrations .

Furthermore, the application of these Standardisation and Certification techniques would ensure compliance with a large part of the environmental legislation derived from the European Union, as well as respond to certain parameters required by Corporate Social Responsibility.

For example, the participation of all interest groups in the planning, definition and even selection of those who will provide these public services, or transparency – so necessary lately in view of the significant crisis of confidence that this sector is going through – through Corporate Governance Reports .

The continuous demands for change in which society itself is immersed cannot be alien to Public Corporations, "and it is at these times when the greatest effort is made to improve efficiency in management, developing innovation and modernization techniques. Public Administrations have been able to see in the standards and certificates that support their implementation an ally to improve the quality of the service they provide to citizens."

All of which leads us to conclude that Standardization and Certification can be an appropriate tool or technique to help achieve, for example, the implementation of the Local Agenda 21 , which emerged from the second " Earth Summit " (Rio de Janeiro in 1992).

The aim of Agenda 21 was to get governments to take action to integrate the environment and economic and social development . This is why local authorities , precisely because they are closest to citizens, are best able to act effectively under the motto " think globally, act locally ".

So, at that Summit they were urged to seek consensus and to start a dialogue with their citizens, civic organizations, local businesses and industries to implement said Local Agenda 21 .

And this is where RC links with the public sector and its managing entities: the public administrations .

And this is done through standards such as, for example, the UNE 66182 Standard Guide for the comprehensive evaluation of Municipal Government , an evaluation tool that encompasses all municipal activity .
