Ruslan Kirichek noted the difficulty with the ability to control communication channels from the first person - there are many unsolved problems here. "The problems are related to network delays, because making adjustments to satellite tasks causes colossal delays - from 500 milliseconds and more. Using the mechanism of aggregation, intelligent compression, prediction, it is possible to reduce the delay time, which is what the group is currently working on," explained Ruslan Kirichek.
The second working group worked on the regulatory framework. As a result, the group formed the regulatory landscape of UAS, prepared about 30 documents, which were submitted for further development to Rosstandart. At the legislative level, it is necessary to define measures to support the industry, prepare national standards in terms of development, form a regulatory framework for the creation of a digital platform, approve a certification system for drones, etc.
Stanislav Simanov, senior researcher at the robotics department of the Scientific Research Center for Fire Safety and Civil Defense of the Russian Emergencies Ministry, noted that there is no single legislative framework for drones: "In GOST R 54344-2011, they are designated as "fire equipment", "robotic complex for emergency rescue operations and fire extinguishing". Any equipment can be adjusted to this definition." He added that the regulatory framework for drones should be looked at in industry documents.

The third group worked on digital platforms for development management, certification. The main task of the group is to ensure that the full life cycle of the UAS is synchronized on a single platform.
The fourth group worked on digital simulators for training personnel. By 2030, the Russian president ordered the training of 1 million operators of unmanned aircraft systems. Ruslan Kirichek explained that operator training is a long procedure, and the first launch usually ends with the UAS falling. That is why simulators are needed.
However, there are no domestic simulators with full functionality. And foreign analogues do not cover all needs: they either do not display high-quality graphics, or do not reproduce "physics", or do not simulate a flight with a load. The group proposes to create a domestic simulator that covers all needs - the participants prepared a technical task for development, formulated requirements for the devices.
Ruslan Kirichek added that a training program is being developed in schools, colleges and universities - as a result, students can receive a rank. Some universities are already training operators. Drone races are also taking place, which the Ministry of Sports has recognized as a sport.
The fifth group dealt with solutions for security and counteraction to illegal use of drones. A model of UAS threats and intruders was developed, a standard document of the architecture of software and hardware systems for detection, monitoring and counteraction to illegal use, a draft (GOST) of requirements for the safe development of software and hardware.
