"If a payment was made from your card and you knew nothing about it, this is a typical example of an operation without consent," said Igor Nikolaev, chief researcher at the Institute of Economics of the Russian Academy of Sciences, during the round table "Banking fraud - a threat to the national economy?", which was organized by the Higher School of Economics (HSE) and Uralsib Bank.

Igor Nikolaev spoke about the explosive growth of detected fraudulent phone numbers in 2022. According to him, one could expect the trend to continue in 2023, but it was stopped. The number of detected fraudulent phone numbers decreased from 756 thousand in 2022 to 575.7 thousand in 2023.
"This is still a lot, but perhaps this is a violation of the trend of growth of operations without consent," Igor Nikolaev suggested.
His words are partly confirmed by the statistics of the Bank of Russia on blocking fraudulent Internet resources, which is steadily improving. If in 2019 8.4 thousand sites were blocked, then in 2023 - only 3.6 thousand.
The conclusion that Igor Nikolaev draws from the situation is that the trend in the number of bank frauds is still bad, but the Bank of Russia and law enforcement agencies are acting correctly and may reverse it in the future.
Deputy Head of the Center for Media Practices at the Higher School of Economics (HSE) Andrey Zhukov listed the factors of depositors’ trust in banks, based on research by the National Agency for Industrial Information (NAPI).
"The threat of fraud itself is a serious barrier that reduces the trust of clients in the bank, and therefore in the entire economy of the country. Because a person who has become a victim of fraudsters will no longer take money to the bank, but will prefer to keep it in a three-liter jar," said Andrey Zhukov and cited data from NAPI.
The barriers to increasing trust in banks are:
· Threat of fraud
· Intrusive calls (no matter whether they are real or scammers)
Andrei Zhukov considers this barrier to be a serious obstacle to increasing confidence in the economy, and it is unclear to him how the situation can improve.
Nevertheless, 2023 was a record year for the percentage of trust in the banking system. 82% of the Russian population trusts banks.
