At the same time, the main challenges will be limited access to foreign software and equipment, adaptation to changes in suppliers and distributors, rising prices and delivery times for equipment, consolidation of the IT market, and the entry of developer companies into IPO.

Natalya Kaspersky also noted that the share of Russian software in the volume of purchases for the first three quarters of 2023 exceeded 50% and amounted to 54.2%: "The share of domestic software was almost 55%. This is encouraging, but nevertheless, the fact that purchases of foreign software amounted to 36.4% is alarming. This is a lot. In our opinion, there is no need to buy foreign software at all. If we are engaged in import substitution, then we should move in this direction."

The Chairperson of the Board of the ARPP spoke about the next steps that industry players need to take: "We see a discrepancy between the expectations of customers and the capabilities of developers. We need to bring these needs and capabilities together, try to establish a dialogue and come closer. At the same time, coordination between the state and developers is necessary, which is currently working poorly. Large companies are very poorly heard, we have neither the resources nor the ability to reach them. It is also necessary to maintain the minimum income tax rate, otherwise we will not be able to cope with import substitution. We need systematic work on development tools that are not on the market and that cannot be created by market means. And most importantly, it is necessary to combat duplicate developments in government agencies or, at a minimum, not give government money to what is already on the market."

Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation Sergey Kuchushev outlined the problem of personnel shortage: "As of 2023, more than 127 thousand budget places in higher education institutions exist in the IT field. If all graduates go to work in their specialty, then at this rate by 2030 we will have more than 700 thousand graduates whom we will be able to invite to the industry. We need to create good conditions for them. Because these are the personnel that we will need to attract and who will raise the industry to a new level."
