At a meeting on Tuesday, the State Duma adopted in the first reading the bill "On technological policy in the Russian Federation", which is designed to ensure the country's digital autonomy based on domestic technologies.

According to the document, the technological policy can be formed by the President of the Russian Federation, the Federal Assembly of the Russian Federation, the Government of the Russian Federation, the Central Bank, the Russian Academy of Sciences, and executive bodies of the constituent entities of the Russian Federation. The following entities can promote the development of technologies: innovative development institutes; organizations with state participation; credit institutions and legal entities that carry out venture or direct financing in the field of technology development; investment partnerships; exchanges, investment platforms created in accordance with the legislation of the Russian Federation. Also, participants in the process can be developers of technologies and manufacturers of high-tech products; buyers (customers) of high-tech products.

The Government of the Russian Federation approves lists of critical and cross-cutting technologies in the part concerning the banking sector and other areas of the financial market - in agreement with the Central Bank. The Government also has the right to approve the procedure for providing state incentive measures, to determine the state information system, as part of which data processing tools will be implemented.

The data processing tool should contain information on technology development projects and a list of national projects on technological sovereignty.

If adopted, the law will come into force on September 1, 2024.
