According to the draft law, the goals of the technological policy are to ensure the technological sovereignty of the Russian Federation, the competitiveness of domestic high-tech products and the efficiency of their creation through the introduction of technological innovations; accelerated introduction of technological innovations to improve the quality and standard of living of citizens of the Russian Federation, ensuring the defense of the country and state security.
According to the text of the draft law, the subjects that form technological policy include the President of the Russian Federation, the Federal Assembly of the Russian Federation, the Government of the Russian Federation, the Bank of Russia, the Russian Academy of Sciences, and executive bodies of the constituent entities of the Russian Federation.
A representative of the press service of the Bank of Russia told a ComNews correspondent that the regulator conceptually supports the bill: "It is part of the state's systemic approach to ensuring technological sovereignty in various sectors, including the financial sector, and also helps create conditions for the accelerated development and implementation of technological innovations."
"The draft federal law takes into account the goals of technological development envisaged in the concept of technological development for the period up to 2030, approved by the order of the Government of the Russian Federation of March 20, 2023 No. 1315-r," the explanatory note to the bill says.
Financial support for the costs of implementing the bill will be provided within the framework of the state programs "Economic Development and Innovative Economy", "Development of Industry and Increasing its Competitiveness" and "Scientific and Technological Development of the Russian Federation". The amount of funding in these areas may amount to 1.67 billion rubles over three years and will be adjusted taking into account the decisions of the President of the Russian Federation and the Government of the Russian Federation in the sphere of ensuring Russia's technological leadership.

The second innovation concerns projects of so-called cross-cutting technologies, for which there was no regulatory framework for their implementation, and the law closes this gap. And the third innovation is the establishment of a solid legal basis for the development of small technology companies. The law provides for the creation of a register of such companies, which, on the one hand, will serve as a showcase for large investors, and on the other, will ensure the concentration of measures support".
