The main goal of Federal Law No. 187, adopted in July 2017 , is the stable functioning of information systems and management systems in an organization, the violation of which can lead to significant negative consequences in the social, political, economic spheres, for the environment and defense of the country, state security and law and order.
Here, unscheduled inspections can be expected from five supervisory bodies and authorized organizations:
Prosecutor's Office;
FSTEC;
FSB;
NKTsKI (National Coordination Center for Computer Incidents, created by the FSB);
Central Bank of Russia (for financial sector organizations).
Reasons for conducting inspections:
failure of organizations to comply with the requirements of Federal Law 187. Inspections by the prosecutor's office are carried out on the basis of received materials and requests;
The prosecutor's office has the right to independently conduct an investigation or involve the FSTEC, FSB or NKTsKI in conducting the investigation.
FSTEC may carry out unscheduled inspections only in three cases:
computer incident that resulted in negative consequences;
based on materials and requests received from the prosecutor's office.
The FSB may come unscheduled at the request of the prosecutor's office or independently on the same grounds - received materials and requests.

A computer incident that has resulted in significant negative consequences is subject to criminal liability - up to 8 years of imprisonment, according to Article 274.1 of the Criminal Code of the Russian Federation.
The list of negative consequences that may occur as a result of a computer incident is extensive and is specified in the RF Government Resolution of 08.02.2018 No. 127.
FSTEC and FSB may come if the following types of computer incidents occur:
denial of service;
unauthorized access to information and critical information infrastructure facilities;
Failure to comply with an order
