The following procedure is planned (as of 10/2022)
1. The federal government declares the emergency level. This means that the Federal Network Agency becomes the federal load distributor. It is responsible for distributing gas in coordination with the network operators.
2. The Federal Load Distributor can issue certain orders in the event of a potential shortage based on forecasts. This will limit gas consumption and stabilize it at a lower level. The aim is to ensure basic gas requirements. To this end, non-protected groups such as industrial and large consumers should, if possible, reduce consumption by a set percentage or absolute value 72 hours after the order is issued. In addition to general orders, individual orders can also be issued for very large end consumers (≥10 MWh/h). 3. At the same time, the federal load distributor can issue orders and decide on the amount of power to be fed out of the storage facilities.
4. After 72 hours, a check is carried out to see whether the order has been implemented. To do this, the feed-in network operators receive the market location-specific load profile for the day following the order's effectiveness. If the specifications can be implemented and consumption can be reduced, the target is considered to have been achieved and the system is stable at a lower level. After 14 days, the order expires and a new order can be issued.
