The conversation about biometrics should start with a more familiar part of our lives - personal data, the processing of which we have been giving consent for for 17 years (since 2007).
Personal data is, according to Federal Law 152, information that directly or indirectly relates to an individual and allows them to be identified. For example, this includes passport data, telephone number, e-mail - everything that we provide when drawing up contracts, including when applying for a job, receiving discount cards in retail chains, subscribing to newsletters, studying websites, and so on.
The development of technologies entails the emergence of new methods of identification of a person, namely, by biometric data, such as facial image, voice, fingerprints and others. Unlike personal data, biometric data allows for the reliable identification of a specific person.
Although questions about what biometrics are often raised even now, the use of biometric data at the state level began quite a long time ago: since 2006 it has been possible to obtain a biometric passport, and EU and US countries have been collecting biometrics through Russian visa centers for many years when issuing visas.
In the commercial sphere, the widespread use of biometric data for citizen authentication began to occur relatively recently. One of the "pilot" projects is payment for travel on the Moscow metro using facial biometrics, which began to be implemented in 2019.
