Law 10.053/2023, enacted in Rio de Janeiro, establishes the Vinicius Jr. State Policy to Combat Racism in Stadiums and Sports Arenas. In addition to educational campaigns, the law allows for the interruption of matches in the event of reports of racism and the creation of protocols to welcome and support victims. The legislation was proposed by Congressman Professor Josimar (PSOL) and enacted during an event at Maracanã.


Pernambuco

In Pernambuco, Bill 806/2023, authored by Representative Joel da Harpa (PL), establishes stricter guidelines for punishing racist acts in stadiums. The new law amends Law 17,522 of 2021, including harsher penalties for racial discrimination and other offensive acts.


Rio Grande do Sul

The Legislative Assembly of Rio Grande do Sul kenya mobile database approved the "Vini Júnior" bill, authored by deputy Luciana Genro (PSOL). PL 267/2023 establishes the “Protocol to Combat Discrimination” for cases of racism, racial injury or homophobia in stadiums. The approval occurred after the conviction of individuals in Spain for racist acts against Vinicius Jr.

Bills under discussion

The implementation of the Vinicius Jr. Law demonstrates a growing commitment to combating racism in Brazil. In addition to the regional implementations of the Vinicius Jr. Law, other important bills are under discussion in the National Congress:


PL 2253/2024 : Authorizes the Federal Executive Branch to promote the creation and uninterrupted operation of Racial Crimes and Intolerance Crimes Police Stations, strengthening the structure to combat racism in the country.


PL 1974/2024 : Establishes the National Policy for the Prevention and Combat of Racism in Schools, promoting a more inclusive educational environment free from racial discrimination.


PL 1040/2024 : Requires stadiums and football clubs to display signs with phrases to combat racism, visible to the public, reinforcing the message against discrimination.
