Formation of an agreement on a special financial account

Submitting requests for participation in procurement procedures via online platforms requires security. The decision on how to do this - through cash or an independent guarantee - is made by the participant independently. If the tender participant intends to secure their requests with cash, they must open a special financial account. Such an account can be opened in a bank included in a special list (as specified in the Government Order of 13.07.2018 No. 1451-r, paragraph "a" clause 1 part 5 of Article 44-FZ).
The procedure for opening a special financial account is similar to the standard procedure for opening a bank account - you need to contact the bank, provide the required documents and sign an agreement. If you already have an account in any bank from the list, it is enough to sign an additional agreement on the financial report in order to start trading.

Step 9. Find a promising tender
To find the relevant tender, go to the "Conducting Purchases" section on the EIS, set the required parameters in the filter and start searching. After the system displays the relevant tenders, study the order documents. Before submitting an application, carefully study the notice, description of the purchased object and the draft contract. Do not forget to check the requirements for participants, restrictions and terms of the transaction. If everything is fine, you can start preparing the application.

The method of presenting information and its sequence depend on the type of event you are participating in: an auction, a competition or a request for quotations. Since the beginning of October 2023, customers have begun to post announcements in an organized form: therefore, suppliers now have the opportunity to submit structured requests - tender offers that are created entirely in electronic format (Government Resolution of 08.06.2018 No. 656).

Some information is automatically transferred to the request from the EIS. For example, information about the supplier and its inclusion in the category of preferential procurement participants (SMEs, etc.). However, this does not eliminate the need to prepare documents for participation in procurement.
