Main economic and social measures of the Reconstruction Pact

In this article we review the main lines on which the Reconstruction Pact is based, the final text of which is still pending approval.

Due to the coronavirus, the Congress Board unanimously agreed on April 28 to create a “ Non-permanent Commission for Social and Economic Reconstruction ”.
The commission is working on major issues of state, such as health, economic recovery and social protection. But its final conclusions will not be approved until 22 July.
The Commission for Social and Economic Reconstruction , formed by all parliamentary groups, was created unanimously in Congress to respond to the situation caused by COVID -19 .

This commission has been divided into four major working groups: Social Policies and Care Systems; European Union; Economic Recovery; and Health and Public Health.

Since its creation, there have been georgia email list twelve sessions, the last of which was held on 3 July, when a joint opinion on its conclusions was finally approved.

However, the final decision will not be approved until 22 July , so negotiations between the parliamentary groups are still ongoing. In this article, we detail the most relevant proposals and agreements of this Commission.

Most important agreements and proposals of the Reconstruction Pact
At this point, we will focus on the guidelines set by the negotiations of the Reconstruction Pact, whose amendments and proposals have been included in the documents of the different working groups.

1. Health and Public Health
The health sector is undoubtedly the one that has generated the most consensus , along with the European Union .

In it, the different parliamentary groups agree on updating health legislation, at national and regional level, to promote the strengthening of the National Health System .

Other proposals on which broad consensus has been reached have been:

On the one hand, providing public health centres with the capacity to manage their budgets, staff, purchases and contracts.
On the other hand, the increase in the structural capacity of clinical research, where Spain is a leader, is achieved by implementing measures that allow for an increase in the volume of resources allocated to R&D that attract foreign capital .
2. European Union
Among the most important proposals is the introduction of a Schengen Area monitoring mechanism to prevent possible abuses by member states when closing borders within the EU.

Furthermore, the Government is committed to establishing a single European tourist area with common protocols to ensure non-discrimination between territories and a coordinated opening of borders.

Sage
The Reconstruction Pact provides that companies receiving public aid must declare the amounts of taxes they pay.

3. Reactivation of the Economy
The amendments proposed in this area have focused on the following issues:

In the short term, the aim is to continue with support and adaptation measures for de-escalation through the shock plan , in view of the economic and social effects of the health crisis.

The commitment to protecting the productive fabric and employment. Some parties advocate improving the bankruptcy law to prevent the difficulties that companies experience and to simplify the regulations of the business sector.
