A working group for the development of the Digital Code will be created under the Ministry of Digital Development, Communications and Mass Media of Russia. According to the ABD management, the draft Digital Code of Kyrgyzstan, which includes the concepts of “digital asset” and “digital identification”, could serve as an example in this area.
Renat Lashin, executive director of the ARPP "Domestic Software", also stated that the association plans to join the working group on the creation of the Digital Code in order to represent the interests of Russian developers of mass-market software on this platform.
RUSSOFT President Valentin Makarov said that he is also interested in joining the working group that will work on the Digital Code. He emphasized that it should provide for three factors: permission for the mass use of cyber-physical systems within the framework of standards, compliance with the requirements of public safety, and compliance with the rights of an individual to identity in the digital world.
"The legislative landscape in the industry requires updating and comprehensive systematization. We are dealing with a kaleidoscope of terms scattered across many regulations and laws. For me, the priority is the unification of terminology and harmonization of existing regulations. This is the foundation on which further decisions can be built. Specific details should be left for collective discussion in the project working group," says Alexander Sivolobov, Deputy Head of the NTI Competence Center at Skoltech for Wireless Communications and the Internet of Things.
