This leads to the fact that people who do not know how to write regulatory legal acts end up in the industry. As noted by Lyudmila Gontar, director of the competence center for digitalization of business processes of the Digital Economy Development Fund, the problem with training personnel for the digital economy lies in the irrelevance of information about federal projects in the work programs of university disciplines: "Colleagues are not keeping up with the changes. This suggests that young specialists are needed."

But for those lawyers who deal with information legislation, an understanding of this system of relations is necessary."
