According to him, this happened due to several factors - the departure of Western vendors, the fact that vendors from China took a break in deliveries, and the fact that the government gave a preferential loan of about 100 billion rubles to several Russian manufacturers for the purchase of components - at that time the key rate was low, and manufacturers formed a stock of components and began to invest in the development of production capacities.

"Parallel imports have returned to normal - manufacturers that are not represented in the Russian Federation are coming to us. Chinese manufacturers, realizing that they do not bear any particular sanctions risks, have taken a more aggressive position and started storming the Russian market: since the second quarter of 2023, Chinese manufacturers have been increasing their efforts to take large orders. We are discussing various measures to support Russian manufacturers. We are considering banning parallel imports for those positions where we have competitive solutions, but this will only affect Western vendors. And since we are mainly experiencing pressure from Chinese manufacturers, banning parallel imports will not help much. We are also considering introducing a recycling fee - this measure came to us from the auto industry. The recycling fee allows us to equalize the price of Russian and foreign solutions. The problem is in the spotlight, but there is no final decision yet. It should be expected in early 2024," added Maksut Shadayev.
