We closely interacted with the market and its players when developing the bill," answered Anatoly Aksakov. "The market itself, represented by miners, asks us to pass laws as quickly as possible in order to work within the legal framework."

, noted that under the new law, Russians can buy and sell cryptocurrency, but cannot create a crypto exchange. He asked what other forms of activity are prohibited by the new law and whether the digital ruble is the same cryptocurrency under the new law.

"The digital ruble is a romania whatsapp resourcenational payment unit, and it is not equal to cryptocurrency, the Central Bank is responsible for it. The exchange rate of cryptocurrencies is determined by the market, and it is impossible to compare these things. Circulation within the country contradicts the constitution and laws, which state that the only means of payment in Russia is the ruble," answered Anatoly Aksakov.

Communist Party of the Russian Federation deputy Alexei Kornienko noted that it is necessary to specify the ban on advertising digital currency as a means of payment and investment, otherwise the ban could also affect actions permitted by law.

Anton Tkachev, a deputy from the New People party, asked whether the registry model for recording miners would take into account the interests of regions in terms of energy shortages and what should companies do that are already doing business in regions with electricity shortages?

"The registry will be federal, and as for regulation, we give this right to the government. The activities of companies will be prohibited where they create problems for people," the speaker noted.

Oleg Leonov, a deputy from the New People party, asked the question: "How will the departments register the fact of mining?" To which he received the answer from Anatoly Aksakov: "Regulators themselves will decide who to register and who not."

Anatoly Aksakov said that Russia ranks second in the world in cryptocurrency mining. It helps to carry out foreign economic transactions and overcome problems associated with foreign banks. And the new law allows domestic companies to use this tool legally.

United Russia deputy Svetlana Razvorotneva noted that the bill sets requirements for business entities, but it is unclear whether there is a tool to monitor compliance with these requirements. She expressed concern that only bona fide entrepreneurs will comply with the law, while "bad" ones will mine cryptocurrency and only get caught after problems arise in the power grid.

In conclusion, deputies Anton Gorelkin from the United Russia faction, Anton Tkachev from New People, Artem Prokofiev from the Communist Party of the Russian Federation and Vladimir Seleznev from the Liberal Democratic Party of Russia spoke in favor of both bills.

Following the voting, both bills were adopted unanimously by parliamentarians.
